Stakeholders votes mean something as long as they are legitimate stakeholders who may actually punish those in their way.
Voters
vote as stakeholders in the systems in which they have a voice. They
are stakeholders,, participants in the process of turning their
opinions and desires into the shape that the system takes.
The
process is mechanical. Voters choose people and options that crank the
system and let it churn. The nature of the system is what responds to
the crank. If a crank churns out means, methods, meanness in line with
the pressures of those voting than it works out a reasonable synthesis
of their aims.
If the crank just spins wheels and pushes levers
that have the built in limitations of shell games and garish fronts then
we get the big shows and grand pretenses.
